Hong Kong Introduction

Hong Kong has some of the strictest cannabis regulations in Asia. All cannabis, including hemp and CBD, is treated as a dangerous drug under the Dangerous Drugs Ordinance. In February 2023, Hong Kong officially banned CBD, classifying it as a narcotic. There is no medical cannabis framework, and recreational cannabis is strictly prohibited with severe penalties.
