Shafer Commission

The Shafer Commission, officially known as the Pennsylvania Task Force on Marijuana, was a landmark commission established in 1970 by Pennsylvania Governor Raymond P. Shafer. Its primary purpose was to comprehensively study the societal impact of marijuana and provide recommendations to the state government regarding its legal status and control.

This commission's work holds a significant place in the history of cannabis policy in the United States. Unlike many previous discussions around marijuana, which often relied on anecdotal evidence and moral panic, the Shafer Commission employed a rigorous, scientific approach. They commissioned extensive research, including studies on marijuana's effects on health, behavior, and society.

The commission's final report, released in 1972, concluded that the criminalization of marijuana was not supported by scientific evidence and recommended a significant shift in policy.
